Andrei Klychkov, the governor of the Oryol region, said in a video address that 'the enemy is preparing sabotage' in the region and asked residents to alert authorities to people who speak with an accent or do not know the area well.
Klychkov also urged people to watch for parked cars in forests and abandoned buildings, caches, drones, and disguised cameras and radio stations. He advised residents not to approach or touch suspicious objects.
Information should be passed to the Federal Security Service (FSB) or the Interior Ministry, or by calling the emergency number 112, the governor said.
In late June, authorities in the Murmansk region said 'foreign sabotage and reconnaissance groups' were operating in Russia. The post was deleted after an hour and a half, and later cars began to be searched at the entrance to the region.
