Dmitry Aseev, a Samara city duma deputy and Communist Party candidate for the regional legislature, said on September 3 that in the town of Kinel his campaign leaflets had been covered with advertisements for window installation and dry cleaning services. Residents who tore down the ads found city administration documents, including engineering network and communications schematics, on their reverse side.
Aseev noted that information about the infrastructure of certain strategically important facilities may be subject to restricted access and classified as state secrets. He prepared an appeal to the Federal Security Service (FSB), stating that the loss of internal city hall documents poses a direct threat to regional security.
According to a source in the Samara branch of the Communist Party, several city administration officials suggested the documents may have been stolen. However, the source said no theft report had been filed with police.
Aseev is part of the team of Mikhail Matveyev, a State Duma deputy. Earlier, ahead of elections to the Samara city duma, unknown individuals slashed the tires of Aseev's campaign vehicle, and after his victory he was pressured to give up his mandate.
