According to the investigation, he created and led a terrorist community in Bashkortostan, was planning to link it with "terrorist communities created by analogy, sharing nationalist ideology" and "to commit a violent seizure of power together in violation of the Constitution of the Russian Federation, by attacking law enforcement officers, military personnel, police buildings, offices of the 'United Russia' party and other state institutions". For this purpose, he joined Matvei Tarkhanov's 'Movement' community and coordinated the activities of his unit with the leadership of the 'Movement'. "He was also giving lectures under the title: 'Young Fighter Course' for candidates to the 'Movement' community", "compiled a methodology for recruiting new participants and used it later as a methodological recommendation for recruiting an unspecified number of persons as participants in the terrorist community he created and led". However, Bogdanov's unit did not fulfil the "Movement's" requirements, so communication with Tarkhanov ceased, and Bogdanov began to implement the plan as part of his own terrorist community: he selected literature on the Internet "for skill acquisition by members of the terrorist community, during physical and psychological training sessions: handling firearms, combat tactics, the manufacture and use of improvised explosive devices and means of initiation, studied it and systematized it". He developed a training plan for the members of the terrorist community and was organizing "walks into the woods" where they "under the guise of playing strike-ball during physical and psychological training sessions in order to acquire knowledge, practical skills and firearms marksmanship", "sought out and freely acquired components necessary for the manufacture of explosives", and manufactured sulphuric acid and an explosive device from the previously acquired components.
