According to investigators, in the fall of 2022, he created a telegram channel, where he published “terrorist-oriented” content. In particular, the forensic-linguistic examination saw in the posts “a positive assessment of violence, actions associated with danger, causing harm and damage, […] blowing up vehicles and buildings of law enforcement agencies, dismantling army supply lines, and killing people. In addition, one of the materials contained a call for an attack on the military commissariats.” Budkov said that he, among other things, supported the arson of military registration and enlistment offices, spoke about the protests in Kazakhstan in 2022, and also wrote about the case of the “Kan teenagers”.

Anarchist. He was detained in October 2022, questioned if he had set fire to a military recruiting office, but released after interrogation. Two months later, he found out that a criminal case had been opened against him because of the our posts on VKontakte. During the investigation and trial, Budkov was banned from certain actions. On May 23, 2023, the court sentenced him to a fine of 400,000 rubles.
