Case summary

He is a citizen of Ukraine, living in Kamchatka Krai. In November 2024, FSB officers took explanations from him, which formed the basis for future charges. On 26 Marchб 2025, criminal proceedings were initiated against him for confidential cooperation with representatives of a foreign state. The next day Dobrovolsky was detained, and on 29 March the court placed him under house arrest. The court documents claimed that when questioned by the FSB, Dobrovolskyy said that he had been communicating with representatives of the SBU for a long time, and in 2023 he travelled to Ukraine to replace his passport.

The man has no other relatives in Russia besides his wife. His sons live in Ukraine. Dobrovolskyy has been diagnosed with a group two disability and has speech and cognitive impairments, court documents said.
