A resident of Nakhodka, a former military sailor. He was taken into custody in July 2023. On 17 August 2023, Filatov was added to Rosfinmonitoring's list of terrorists and extremists. He was accused of public justification of terrorism because he expressed his approval of the murder of pro-Russian military blogger Vladlen Tatarsky on social networks. On 25 July 2025, Filatov was removed from the list. This was probably because earlier he had been declared insane and sent to compulsory treatment.
