In 2015, in Barnaul, in the premises of a Central Asian cafe owned by Urmonjon Idrisov, then convicted in 2017 under a similar article, he held conspiratorial religious meetings with residents of Altai Region, during which he inculcated in them "the fundamental foundations and provisions of the international religious extremist organisation Tablighi Jamaat", based, "among other things, on the provisions of literature on the Federal List of Extremist Materials".
