According to the investigation, no later than January 2016, he arrived at the place of deployment of the armed formation "Crimean Tatar Volunteer Battalion named after Noman Chelebidzhikhan" operating on the territory of Ukraine in the area of the village of Chongar, Genicheskiy district, Kherson oblast, and voluntarily joined its forces, after which he took an active part in the activities of the battalion, namely, "performed functional duties to ensure the activities of the illegal armed formation, related to blocking the passage of vehicles delivering consumer goods for the residents of the Republic of Crimea through the checkpoint located in the village of Chongar, ensuring the protection of the facilities of the illegal armed formation in the territory of Ukraine".

Resident of the Kherson oblast (Ukraine). The village where he lived belonged to the territory that was occupied by Russian troops. On 3 May 2023, Khalilov's home was allegedly searched. On 7 May it became known that he was detained. On 25 May, Khalilov was taken into custody in a case of participation in an illegal armed formation, namely the Crimean Tatar Volunteer Battalion named after Noman Chelebidzhikhan, which apparently had not been functioning for a long time when the prosecution took place. On 16 November 2023, he was sentenced to three and a half years in strict regime colony.
