Case summary

A citizen of Tajikistan who was living in Moscow. Arrested in late 2015 on charges of involvement in the activities of a terrorist organization due to his alleged involvement with the Islamist party "Hizb ut-Tahrir". On June 15, 2017, he was sentenced to 15 and a half years in a strict regime penal colony.

The Hizb ut-Tahrir party was designated a terrorist organization and banned in the Russian Federation in 2003. Human rights activists considered this ban to be unfounded, as there was no evidence that members of this party were involved in terrorist activities. Twenty years later, the party actively expressed support for terrorist activities against Israel. Nonetheless, in Russia, individuals are prosecuted not for public statements — let alone actual terrorist acts — but solely based on alleged membership in the organization, which typically consists of meetings in private homes and the study of religious literature.
