According to the investigation, he rented a cafe in Barnaul and set up a prayer room there; at weekly religious meetings he tried to induce the residents of Barnaul and Novosibirsk to participate in the activities of Tablighi Jamaat and insinuated to them that the doctrine preached was the only true one; he knew that Tablighi Jamaat was banned in Russia as an extremist organisation and observed conspiracy measures, demanding the same from his followers.
