According to the investigation, "being dissatisfied with the political course of the Russian Federation and the conducted SMO", he contacted another Russian citizen and asked for “assistance in establishing contact with officers of foreign intelligence services”, intending to sell confidential documents “relating to a certain facility, as well as UAV systems”, and communicated with a representative of the US CIA by email and messenger. “During the communication, Kartashov indicated that the aim of his cooperation with the CIA was directed at changing the political regime in the Russian Federation. In addition, Kartashov sent certain electronic files to the CIA representative.”
