Case summary
A resident of Moscow, born in Crimea, ran a social media account in Ukrainian. On 14 July 2025, according to the TV channel "Ostorozhno Novosti" ("Beware of the News"), he was arrested at the Domodedovo airport. On the same day, he was detained for 15 days under the administrative article on petty hooliganism (Article 20.1 of the Code of Administrative Offences). However, according to the court, he was detained at the entrance to his own house. For some reason, he was asked to show his passport, and in response he allegedly began using foul language; the case file also contains statements from FSB border guards at the airport. On 29 July 2025, the day his detention ended, he was arrested again in another district of Moscow, also allegedly for foul language. The court detained him once again for 15 days under the same administrative article. On 13 August, on the day of the end of his second detention, he was detained for the third, this time in the same district where his house is located, and again the statements of the border guard officers were included in the case. On 15 August Kostygov was again detained for 15 days, under the same administrative article.
