Resident of Murmansk. Daughter of Firmin Jivo Kukui, PhD in Technical Sciences and Leading Engineer of the Transport Support Department of Gazprom Neft Shelf. He came from Benin to study in Russia before the collapse of the USSR, obtained Russian citizenship and joined United Russia. A case of public justification of terrorism was brought against Chancel Francine Kukui. On 28 August 2023, she was sentenced to a fine of 400,000 rubles (≈$4230 as of 28.08.2023).
