Around 2009, while in China, Lapygin reached an agreement with Chen Weijia, known to V. I. Lapygin as "Vitya", to provide the Chinese side with a software package for calculating the optimal aerodynamic characteristics of hypersonic aircraft, containing information constituting a state secret.

Full summary
On 11 May 2015, searches were conducted in Lapygin's flat and the flats of his children. On 13 May he was placed under house arrest. On 6 September 2016, he was sentenced to seven years in a strict regime colony.
In March 2017, he filed a petition for pardon.
