According to the investigation, he posted comments from 9 April 2020 to 14 January 2022, "being negatively disposed towards the activities of Russian government authorities". In his comments, Maltsev expressed dissatisfaction with the actions of officials who had established bans in connection with the spread of the coronavirus. The man's comments began with the words "to the stake" and were directed at Deputy Prime Minister Tatyana Golikova, deputies Valentina Tereshkova and Irina Yarovaya, and Komi head Vladimir Uiba. The expert examination considered that they contained "a call to carry out terrorist activities by infringing on the lives" of the officials.
