TASS, citing the case file, reported that in June 2025, Mihov publicly declared that the ideology and practice of terrorism were correct in June 2025 through the Telegram chat of a public group in the messenger Telegram "when discussing a news post about the terrorist attacks in which the Russian military airfields Dyagilevo in the Ryazan region, Olenya in the Murmansk region, Ivanovo in the Ivanovo region and Belaya in the Irkutsk region were attacked by FPV drones". Mihov deliberately illegally posted under the above news post in the group's Telegram chat room a "handwritten cynical text comment" containing a statement aimed at publicly justifying the terrorist attacks, addressing it to an indefinitely wide range of people and knowing that the comment was available to all Telegram users, it said.

Mihov is a resident of the Arkhangelsk region. Until 2021, he worked as a design engineer at "HS Morskoe proektirovanie" ("HC Marine Design"), and before that he was an employee of "Sevmash", a state-owned enterprise of the "Ob'edinennaya sudostroitelnaya korporatsiya" ("United Shipbuilding Corporation").
On 5 January 2026, TASS reported that Mihov had been detained in a terrorism justification case over a comment left in a June 2025 Telegram chat room about Operation "Pautina" ("Spider Web"), in which Ukrainian drones attacked Russian military airfields. Its content is unknown.
