According to the investigation, in late December 2023, Minasyan posted a comment in VKontakte, "The answer came for yesterday's mayhem) They are weeping now)" under a post with the text "Rostov is grieving. 14 people were killed, including 3 children. 108 were injured." Such a publication appeared on 30 December 2023 in the publick "This is Rostov! News". On that day it was reported about the shelling of Belgorod.

A resident of St Petersburg. He was prosecuted for public justification of terrorism because of a comment in which he bluntly approved the shelling of Belgorod on 30 December 2023 - one of the most brutal strikes of the AFU on the territory of the Russian Federation, which killed at least 25 people. A measure of restriction in the form of a ban on certain actions was chosen for Minasyan.
