According to the investigation, in October 2022, "being an active opponent of the special military operation conducted by the Armed Forces of the Russian Federation on the territory of Ukraine, being in the town of Surazh, Bryansk region, made a decision to assist representatives of a foreign organisation - the Ukrainian armed formation of foreign mercenaries Freedom of Russia Legion in activities against the security of the Russian Federation". For this reason, "being an employee of the Service Centre in the town of Unecha of the Bryansk and Orel branch of Rostelecom as a service engineer to perform installation works for the connection of telephone, internet and television, on December 14, 2022 he arrived at the administrative building, where since December 8, 2022, units of military personnel of the Ministry of Defence of the Russian Federation were stationed". There he had "a criminal intent to collect information about the composition and nature of the activities of the military unit stationed there and the subsequent transfer of the collected information to the Freedom of Russia Legion for the purpose of causing damage to the security of the Russian Federation." "Observing conspiracy measures, he reliably determined the geographical coordinates of the facility, found out the approximate number of servicemen stationed there, drew up a detailed scheme of the floor-by-floor layout of the premises (headquarters, sleeping quarters), studied patrol routes, and took photographs of the building and the servicemen stationed there. In addition, from the service assignment he found out the personal data of the serviceman for whom the order had been placed and the technical characteristics of the communication equipment used by the unit". Upon returning home, he wrote to the Freedom of Russia Legion's email address that he had information that he was willing to voluntarily hand over to Legion. On 19 December 2022, he received a reply "about the interest in this information" and sent the information to Legion on the same day. Thereafter, he sent other information he had collected on the location and activities of the military in the Bryansk region through this channel of communication until 19 January 2023, partly proactively and partly "on the instructions of unidentified persons". Among other things, on 24 and 26 December 2022, he sent information about the use of a railway near his home to transport military equipment, personnel and military cargo to and from Belarus, as well as publicly available information on the Internet about the presence of a "Russian air defence or communications unit" in the suburbs of Surazh. On 14 January 2023, he sent information on the location of air defence assets in Klintsy with an attached plan diagram. This information could have been used in activities against the security of the Russian Federation. On 26 December 2022, "he agreed with the proposal of representatives of Freedom of Russia Legion to organise on the territory of the Surazhsky district of the Bryansk region the arson of a transport or economic infrastructure facility to undermine the economic security and defence capability of the Russian Federation, i.e. to commit sabotage". No later than 19 January 2023, he "found relay cabinet No. 1 of the signalling installation and type SCB, to commit arson of. He photographed it and sent the photo by email to Freedom of Russia Legion for approval." "Having expressed confirmation of the usefulness of the arson of such a transport infrastructure facility for the activities of Freedom of Russia Legion, its representatives handed over instructions on the manufacture of a combustible mixture, safety measures for committing arson, and ways of evading responsibility for the act committed, which he studied." On the night of 22-23 January 2023, following the instructions given to him, he made a combustible mixture by mixing petrol and synthetic solid oil in a 4-litre plastic canister, put it in his backpack, dressed in black clothes and went to the cabinet. Using the pliers he had brought with him, he opened its door, doused the equipment in it with flammable liquid and placed the empty canister in the cupboard, then set fire to it with the hunting matches he had brought with him, after which he returned home. These actions "led to the complete destruction of this transport infrastructure facility, which resulted in the restriction of the movement of railway trains at the Surazh station and the Surazh-Belynkovichi railway line".
