According to the investigation, on 27 December 2021, on the basis of "previously formed disagreement with the state policy in the field of immunoprophylaxis of infectious diseases and sanitary and epidemiological well-being of the population" left a comment in the Telegram community "Independent Association of Doctors" under the post, which claimed that the Novgorod governor Andrei Nikitin plans to prohibit children of parents unvaccinated from COVID-19 to receive additional education. The expert examination of April 2025 states that the comment "Scum, burn him together with his brood" contains "an appeal to terrorist activity consisting in physical elimination of a political figure and his children".

Full summary
Resident of Novouralsk (Sverdlovsk Region). Served under a contract. A case of incitement to terrorism was brought against him in connection with an aggressive remark against the governor of the Novgorod region, triggered by the anti-Kovid measures proposed by the latter. The comment with the statement "Scum, burn him together with his brood", was made in December 2021, the case was initiated, presumably in 2025. After the case was initiated, Ryumin's contract was terminated. On 31 October 2025, he was sentenced to a fine of 350,000 rubles.
