According to the investigation, he published on his VKontakte page more than 30 videos on the events of 1994-2000 in Chechnya and the events of 2014 in Ukraine with the participation of Chechen fighters, in which he called for terrorist activity, publicly justified terrorism and publicly promoted terrorism. According to the interrogation protocols, Semyorkin published these materials "with the purpose of recognising the ideology and practice of terrorism as correct, in need of support and imitation, as well as for shaping among an unlimited number of persons of a terrorist ideology, belief in its attractiveness and the idea of the permissibility of carrying out terrorist activities". The indictment against Semerkin states that "at the time he posted these materials, he believed that the terrorist activities of Chechen armed formations were correct <...> and require justification, as they were fighting for their independence and freedom in this way, and the Russian government was making wrong political decisions by killing dissenting residents of the Chechen Republic".
