Case summary

A Moscow resident, human rights defender, representative of Interregional Public Organization "Spravedlivost". He was accused of failing to comply with a court decision because in 2008 the court ordered the portal "Spravedlivost" to publish a refutation of a number of articles featuring the names of the former Minister of Transport of the Moscow Region, Petr Katsyva, and his confidants. At the same time, the site "Spravedlivost" repeatedly published refutations of the materials. The court refused to terminate the enforcement proceedings until the plaintiffs gave their consent. No explanation was given as to what the rebuttal should look like. On 13 August 2013, Stolbunov was sentenced to a fine of 800,000 rubles. On 22 January 2015, the court released him from punishment due to the expiration of the statute of limitations for criminal prosecution. The decision to terminate the enforcement proceedings was taken by the Federal Service for Supervision of Public Prosecutions immediately after the criminal case was initiated.
