According to the investigation, at 21:39 on 26.06.2023 in the social network "VKontakte" on the Internet site "News Rostov-on-Don!" published a news message with a graphic image of the President of the Russian Federation under the headline: "Putin will today make a number of statements from the Kremlin, according to Channel One with reference to Peskov". On the same day from 21.39 to 23.54, being at the place of his residence, using a mobile phone, entered his page in "VKontakte" and got access to the above-mentioned message. Then, having familiarised himself with this news information, he published a text comment of an inflammatory nature in the form of public calls to carry out terrorist activities, containing non-literal expressions, beginning with the words "...all of them of the Kremlin..." and ending with the words "...over the Russian people", accessible to an unlimited number of users.
