Dmitry Vlasov

According to the investigation, being dissatisfied with the so-called SWO in Ukraine, he searched for like-minded people on the Internet, for which he subscribed to various pro-Ukrainian channels in Telegram. He sent a message about his political position to the administrator of the Russian Volunteer Corps channel. The administrator did not reply to him, but he was contacted by "user Alexei", with whom Vlasov began actively communicating in Telegram. In December 2022, Vlasov met with "user Alexei", who later appeared in the case as a key prosecution witness under the surname Gromakin. He claimed in court that Vlasov had found him himself in one of the Telegram chat rooms. According to the investigation, on 17 January 2023, Vlasov offered "Alexey" to draw graffiti in support of Ukraine and Azov, presented him with a mock-up of the drawing and informed him that he "wanted to publish the result of his illegal activities in the Internet to promote the said terrorist organisation". "Oleksiy" agreed to participate in the graffiti. On 10 March 2023, at ten o'clock in the evening, the two of them entered the railway tracks near Butovo station, and Vlasov wrote the words "Glory to Ukraine!", the Azov emblem and the crossed-out "Z" sign on the metal fence, and then photographed the resulting drawing on his mobile phone. After that, he sent the photo of the graffiti to an unidentified administrator of the Telegram channel "... socialist" (it is not known which channel we are talking about). According to the investigation, the photo was published in the channel with the caption "Moscow, Butovo railway station" on 18 March 2023, and was viewed by 1,300 people. "No later than 14 August 2023, Vlasov formed a criminal intent aimed at participating in the activities of the Ukrainian paramilitary association Legion Freedom of Russia." To this end, he established contact in Telegram with a member of the Legion named "Dmitry...". In the course of correspondence with him, he confirmed his adherence to the ideology of the Legion and later joined the organisation. Intending to "publicly justify terrorism and make terrorist propaganda using the information and telecommunications network "Internet", he sent a video of his oath to "Legion ...", which at 12:37 p.m. was posted on Telegram. 37 min. 21 August 2023 was made publicly available to an unlimited number of persons in the form of a publication on the Telegram channel of the said terrorist organisation". After that, already being, according to the prosecution, a member of the Legion, he received an instruction from "Dmitry..." to "carry out visual fixation of external video surveillance cameras of a secure facility in Moscow". This "secure facility" turned out to be the building of the Department of Internal Affairs of Russia in the Konkovo district, located near Vlasov's place of residence. On 25 September 2023, he "conducted reconnaissance and drew up a plan-scheme of the location of the facility's external video surveillance cameras". He sent this plan-scheme to a Legion member the same day via the messenger Telegram.
