The investigation alleges that while in St. Petersburg and the Leningrad Region, Voshchinin used an internet-connected device to post public messages on 20 October 2023 and 23 October 2023 via a Telegram profile under his administration. According to an expert evaluation, these messages contained linguistic and psychological signs of inciting the execution of Russian political figures by hanging. Furthermore, on 7 December 2024 and 13 December 2024, he posted comments in Telegram chats that, according to the authorities, also contained signs of inciting the execution of Russian political figures by hanging.

An oncologist from St. Petersburg and an employee of the N.N. Petrov National Medical Research Centre for Oncology. On 2 July 2025, he was detained in a case involving public calls for terrorism over Telegram comments. Experts allegedly found signs of incitement "to execute political figures of the Russian Federation by hanging" in his posts. The Rotunda media outlet reported that the comments referred to the Russian leadership. Voshchinin was taken into custody the following day.
