People whom human rights organisations have formally recognised as political prisoners. The criteria belong to those organisations; FACTUM reports their decisions with attribution and makes no assessment of its own.

This is not the same as being imprisoned today. Of the 1,404 people recognised, 872 are behind bars right now; the rest have been released, are under other restrictions or have left the country. And 1,283 of the 2,155 people currently imprisoned carry no such recognition — see who is imprisoned right now.
