The Russian government has submitted to the State Duma a bill that would impose fines for failing to comply with decisions of regional heads and regional operational headquarters. The document proposes adding a new article to the Administrative Code establishing liability for disobeying orders related to mobilization and measures to meet the needs of the army and the population during a military operation.
Under the proposed amendments, individuals would face fines of 3,000 to 5,000 rubles. Officials would be liable for fines of 30,000 to 50,000 rubles or disqualification for one to three years. Legal entities could be fined 300,000 to 1 million rubles, and companies could face suspension of operations for up to 90 days.
The explanatory note states that the Administrative Code already provides punishment for failure to comply with decisions in territories where martial law has been imposed. However, liability in other regions is not established at the federal level — it exists only in certain constituent entities. The authors of the initiative point to a "significant number" of administrative offenses in this area.
