Ukraine's military targeted one of Russia's largest oil refineries in an overnight drone attack, according to Ukrainian Telegram channels Supernova+ and Exilenova+, which reported strikes on the Lukoil — Permnefteorgsintez (PNOS) plant. The regional Ministry of Territorial Security said it was repelling a drone attack on the morning of the strike, and residents of Perm reported explosions as air raid sirens sounded across the city.
The Telegram channel "ChP Perm" reported four sources of smoke in the city. There was no official confirmation of the attack on the refinery.
Russia's Federal Air Transport Agency (Rosaviatsia) imposed temporary restrictions on flights arriving and departing from Perm's Bolshoye Savino airport due to the attack. The region also activated the "Kovyor" (Carpet) plan, a protocol for closing airspace in response to unidentified aircraft.
PNOS is one of Russia's largest oil refineries, with a capacity of more than 13 million tonnes of crude oil per year. Over 50% of the petroleum products produced there are exported.
Russia's Defense Ministry said 325 Ukrainian drones were shot down over the Astrakhan, Belgorod, Bryansk, Volgograd, Voronezh, Kaluga, Kursk, Oryol, Rostov, Ryazan and Tula regions, the Moscow region, annexed Crimea, Udmurtia, the Krasnodar and Perm regions, as well as over the waters of the Azov and Black Seas.
