The Tyumen oil refinery (NPZ) suspended crude oil processing and fuel production after a drone attack on July 25, Reuters reported, citing industry sources.

According to the agency's interlocutors, the drone strike caused fires at a diesel hydrotreater with an annual capacity of 2.6 million tons and at a combined high-octane gasoline production unit (KUPVB). The KUPVB, built under license from U.S. company UOP and commissioned in 2018, includes a reformer with a capacity of 300,000 tons per year and an isomerization unit (240,000 tons per year).

Reuters sources were unable to estimate the timeline for repairs at the gasoline production facility. The plant's owner, RI Invest, did not respond to the agency's request for comment.

The Tyumen refinery is Russia's largest independent oil refinery, with a total capacity of 9 million tons per year. The facility can produce about 180,000 barrels of fuel per day. In 2024, the refinery processed 5.7 million tons of oil, producing approximately 500,000 tons of gasoline and 2.8 million tons of diesel fuel.

Earlier, on June 6, a fire at the diesel hydrotreater occurred due to internal causes, after which it was repaired. The plant also faced drone attacks in June 2026 and October 2025.

The Tyumen refinery became the sixth major oil refinery in Russia to halt production due to drone strikes since the beginning of July. Previously, production was suspended at Gazpromneftekhim Salavat (July 14), Rosneft's Syzran refinery (July 12), the Saratov refinery (July 8), the Omsk refinery (July 6), and Lukoil's Nizhegorodnefteorgsintez (July 2). According to Energy Intelligence estimates, Russian oil refining volumes in July fell to 3.58 million barrels per day — potentially the lowest level since at least 2002.

In the second half of July, some damaged refineries resumed operations. Large facilities with a combined capacity of 45 million tons per year remain idle. As Reuters notes, any disruptions at Russian refineries could exacerbate the fuel crisis that has been ongoing since May.
