He "took part in illegal propaganda meetings" of Hizb ut-Tahrir, where he acquired "skills and specialized knowledge" used to justify the group’s activities. He then participated in numerous propaganda gatherings, where, together with others, he studied "extremist materials that contradicted traditional interpretations of Islam." He "improved his propaganda skills" to justify the organization’s actions and "recruited potential participants." "Possessing the skills required of a member of this illegal organization," he "deliberately adhered to security measures": he did not bring mobile phones to meetings, parked his personal vehicle far from meeting locations, and "monitored for possible surveillance by law enforcement agencies."
