Full wording of the charges

According to the investigation, acting on the instructions of M.P. Khrachev from August 2009 to 24 November 2014, the accused began to actively conduct religious rituals characteristic of Tablighi Jamaat. They involved believers in these activities, specifically parishioners of the Yubileyny microdistrict mosque in Cherkessk, located at
, the central mosque of Cherkessk, located at
, and the prayer room of the Zvezdny Kompleks hotel, located at
. Between August 2009 and 24 November 2014, while organizing the activities of a cell of the extremist international religious association Tablighi Jamaat, M.P. Khrachev and his subordinates - V.V. Alekhno, B.S. Karabugaev, M.N. Gotov, Z.K. Kugotov, and R.T. Aibazov - actively promoted the radical ideas and views of Tablighi Jamaat. These ideas were contained in the works of the movement's ideologue, Sheikh ul-Hadith Maulana Muhammad Zakariyya Kandhlawi, specifically in the book Faza'il-e-A'maal and its sections: "Virtues of Namaz", "Virtues of the Quran", "Virtues of Dhikr", "Virtues of Tabligh", and "Virtues of Romazan". These works were recognized as extremist literature by the Sol-Iletsk District Court of the Orenburg Region on 20 April 2010. To promote these ideas, the accused read the texts publicly within their circle and among other Muslims, providing commentary to present Tablighi Jamaat's ideology as the only true interpretation of Islam. The accused held collective discussions regarding the organization of the established Tablighi Jamaat cell, planned missionary trips ("da'wah") to the Republic of Dagestan, and studied the works of Sheikh ul-Hadith Maulana Muhammad Zakariyya Kandhlawi, including Faza'il-e-A'maal, "Virtues of Namaz", "Virtues of the Quran", "Virtues of Dhikr", "Virtues of Tabligh", "Virtues of Romazan", "Piety and Fear of God", and "Selected Hadiths". They repeatedly invited other mosque-goers to join their "mashura" (consultative) discussions and participate in "da'wah" rituals, declaring the ideas of Tablighi Jamaat to be the only true faith in Islam. Acting on the instructions of M.P. Khrachev from the winter of 2009 to 24 November 2014, the accused began to actively conduct religious rituals characteristic of Tablighi Jamaat, involving parishioners of the Yubileyny microdistrict mosque at
and the prayer room of the hotel [data redacted], located at
.
