According to the investigation, acting on the instructions of Khrachev, from August 2009 to 24 November 2014, Kugotov, together with a group of other people began to actively conduct religious rituals characteristic of Tablighi Jamaat, attracting believers to participate in them, such as parishioners of the mosque of the Yubileyny microdistrict of Cherkessk, located at <address> the central mosque of Cherkessk, located at <address>, as well as the prayer room of the hotel "Star Complex", located at <address>. In the period from August 2009 to 24 November 2014, while organising the activities of a cell of the extremist international religious association Tablighi Jamaat, Khrachev M.P. and acting under his leadership Alekhno V.V., Karabugaev B.S., Gotov M.N., Kugotov Z.H., and Aibazov R.T. actively propagandised the radical ideas and views of Tablighi Jamaat contained in the book of Sheikhul Hadis Maulana Mukhamad Zakaria Kandehlevi, the ideologist of Tablighi Jamaat - "Fazail Amali, "Values of Namaz", "Values of the Koran", "Values of Zikr", "Values of Tabligh", "Values of Romazan", which had been recognised as extremist literature by the decision of Sol-Iletsk District Court of the Orenburg region on 20 April 2010. They read them publicly in their own circle, as well as among other Muslims, and commented on what they read in order to create a positive image of the ideas of Tablighi Jamaat as the only true in the religion of Islam. They conducted collective discussions of issues related to the organisation of the activities of the established cell of Tablighi Jamaat, planned trips to perform "dagvat" in the Republic of Dagestan, read and discussed the works of the ideologist of the international extremist religious association Tablighi Jamaat Sheikhul Hadis Maulana Muhammad Zakaria Kandehlevi - "Fazail Amali", "Values of Namaz", "Values of Quran", "Values of Zikr", "Values of Tabligh", "Values of Romazan", "Piety and Piety", "Selected Hadiths" reflecting the views and ideology of Tablighi Jamaat. They repeatedly offered other mosque worshippers to join the discussion at the "mashura", participate in the "dagvat" ritual, declaring the ideas of Tablighi Jamaat as the only true and faithful in Islam.
