According to the investigation, in the period from September 2006, and more actively from August 2009 to 24 November 2014 in Cherkessk, Karachay-Cherkess Republic, in violation of the decision of the Supreme Court of the Russian Federation of 07 May 2009, which came into power and recognised the international religious association "Tablighi Jamaat" as extremist and banned its activities on the territory of the Russian Federation in connection with the implementation of extremist activities, deliberately, knowing that he was organising the activities of this extremist organisation in contradiction with the entry into force of the Supreme Court of the Russian Federation of 07 May 2009, committed actions aimed at the maintenance of the international society Tablighi Jamaat and the continuations of its extremist activities under the following circumstances. Thus, between September 2006 and February 2007, under the influence of literary texts by Sheikhul Hadith Maulana Muhammad Zakaria Kandehlevi, an ideologue of the international extremist religious association Tablighi Jamaat, entitled "Fazail Amali", "The Values of Namaz", "The Values of the Koran", "The Values of Zikr", "The Values of Tabligh", "The Values of Romazan", "Piety and the Fear of God, "Selected Hadiths", as well as other religious extremist literature, and travelled between September 2006 and February 2007 to Tablighi Jamaat training centres in the Republic of India and the Republic of Bangladesh, where he studied the religion of Islam in accordance with the views and ideas of Tablighi Jamaat in local Muslim religious educational institutions - the so-called "Markas", and also studied the tactics of actions to organise the functioning of Tablighi Jamaat cells in the Russian Federation, with perfect knowledge of the English language, which allowed him to communicate freely and to study, according to his inner conviction, the ideology of the adherents of the radical views and ideas of the international extremist religious association Tablighi Jamaat, which has as its goal the creation of a world Islamic state - a caliphate - by actively interfering in politics in order to change the form of the State. In order to study the radical views and ideas of the international extremist religious association Tablighi Jamaat, in January 2007, while in the Republic of India, he travelled to the Republic of Bangladesh, where he continued his study of the ideology of the international extremist religious association Tablighi Jamaat until February 2007. In order to study the religion of Islam in greater depth, he studied at the Zakaria Institute of Higher Islamic Studies in Johannesburg, South Africa, from 2007 to 2013. In August 2009, possessing the appropriate leadership skills and knowledge of the Islamic religion and Sharia (Islamic jurisprudence), being an authority among the members of the Muslim community living in Cherkessk, realising the public danger of his actions, foreseeing the inevitability of socially dangerous consequences in the form of destabilisation of the public and religious situation in violation of the foundations of the constitutional order of the Russian Federation and wishing them to occur, decided to establish a cell of the active Muslim community in the territory of the Karachay-Cherkess Republic. In order to create in the Karachay-Cherkess Republic an active cell of the international religious extremist association Tablighi Jamaat and to implement the religious ideas and goals of Tablighi Jamaat, M.P. Khrachev, in the period from August 2009 to 24.11.2014, acting deliberately, involved in his activities residents of Cherkessk: V.V. Alekhno, Kugotov Z.Kh., Gotov M.N., Aibazov R.T. and Karabugaev B.S., dedicating them to his true plan to organise the activities of a cell of the international religious extremist association "Tablighi Jamaat" in the republic. In addition, he organised the study by V.V. Alekhno, Z.H. Kugotov, M.N. Gotov, R.T. Aybazov and B.S. Karabugaev. The works of Sheikhul Hadis Maulana Muhammad Zakaria Kandehlevi, an ideologue of the international extremist religious association Tablighi Jamaat - "Fazail Amali", "The Values of Namaz", "The Values of the Koran", "The Values of Zikr", "The Values of Tabligh", "The Values of Romazan", "Selected Hadiths", "Piety and the Fear of God" and other religious literature, included by various federal courts in the federal list of extremist materials of the Ministry of Justice of the Russian Federation, teaching mainly the ideology of the international religious extremist association Tablighi Jamaat to form an ideological base for its supporters. At the same time, he presented the ideas of Tablighi Jamaat to his supporters as the only true and correct ideas in Islam. Being aware of the fact that on 07 May 2009, on the application of the Prosecutor General of the Russian Federation in defence of the interests of the Russian Federation, by the decision of the Supreme Court of the Russian Federation, the international religious association Tablighi Jamaat in accordance with the current legislation of the Russian Federation is recognized as extremist and its activities are prohibited in the territory of the Russian Federation, in order to organize the activities of the extremist international religious association Tablighi Jamaat, he did not refuse to propagate the goals pursued by it, and did not give up the propaganda. At the same time, he created and organised the activity of a power-structured cell of the international religious extremist association "Tablighi Jamaat" in the KCR, in which he took on the role of the leader - "amir", single-handedly deciding on the main issues of the cell's functioning. In order to strengthen his ideological positions and acquire additional skills in organising the work of the cell of the international extremist religious association Tablighi Jamaat, from May 2014 to January 2015 he made regular trips to the Republics of India and Bangladesh, where he continued studying the religion of Islam in the local Muslim religious educational institutions - the so-called "Markas" - in line with the views and ideas of the Tablighi Jamaat. In the period from August 2009 to 24 November 2014, while organising the activities of a cell of the extremist international religious association Tablighi Jamaat, Hrachev M.P. and Alekhno V.V., Karabugaev B.S., Gotov M.N., acting under his leadership, Kugotov Z.H. and Aibazov R.T. actively propagandised the radical ideas and views of Tablighi Jamaat contained in the book of the ideologist of Tablighi Jamaat, Sheikhul Hadis Maulana Mukhamad Zakaria Kandehlevi - "Fazail Amali, "Values of Namaz", "Values of the Koran", "Values of Zikr", "Values of Tabligh", "Values of Romazan", recognised as extremist literature by the decision of Sol-Iletsk District Court of the Orenburg region 20.On 20 April 2010, they read them publicly in their own circle, as well as among other Muslims, and commented on what they read in order to create a positive image of the ideas of Tablighi Jamaat as the only true in the religion of Islam. During the above-mentioned period of time, acting deliberately, pursuing the criminal purpose of organising the functioning and popularisation of the activities of the Tablighi Jamaat cell on the territory of the Karachay-Cherkess Republic, he planned and organised the trips of members of the Tablighi Jamaat cell Gotov M.N. and Alekhno V.V. to the Republic of Dagestan to conduct the religious rite of "dagvat" - a call to the Islamic faith, which is a distinctive feature of the ideology of the Tablighi Jamaat. In order to unite its supporters - Alekhno V.V., Karabugaev B.S., Gotov M.N., Kugotov Z.H. and Aibazov R.T., as well as to attract new members and popularise the ideology of Tablighi Jamaat, in the period from August 2009 to 24.11.2014 regularly held in mosques of the republic, namely in the mosque of Yubileyny district of the city of Cherkessk, located at the address: <address> located at the address: <address> as well as the prayer room of the hotel "Star Complex" located at the address: <address> and other places religious rites "mashura" - councils, where under the leadership of Khrachev M.P., and in his absence under the leadership of Alekhno V.V., members of the "Tablighi Jamaat" cell created by him Aibazov R.T., Karabugaev B.S., Gotov M.N. and Kugotov Z.H., as well as other believers, held collective discussions on issues related to the organisation of the activities of the established Tablighi Jamaat cell, planned trips to the Republic of Dagestan to perform "dagvat", read and discussed the works of the ideologist of the international extremist religious association "Tablighi Jamaat" Sheikhul Hadis Maulana Muhammad Zakaria Kandehlevi - "Fazail Amali, "Values of Namaz", "Values of Quran", "Values of Zikr", "Values of Tabligh", "Values of Romazan", "Piety and the Fear of God", "Selected Hadiths" reflecting the views and ideology of "Tablighi Jamaat". In the course of conducting "mashur" he engaged in conversations to form conviction in the interlocutor in commitment to true religious knowledge. At the same time, M.P. Khrachev, as well as R.T. Aibazov, B.S. Karabugaev, M.N. Gotov, V.V. Alekhno and Z.H. Kugotov, repeatedly offered other mosque members to join the discussion at the "mashur" and participate in the "dagvat" rite, declaring the ideas of the Tablighi Jamaat to be the only true and faithful in Islam. In his turn, he personally controlled the members of the Tablighi Jamaat cell, organised the conduct of mashur and dagvat visits, and constantly promoted and supported the idea of the need for private and regular meetings of his supporters with the worshippers of the mosques of the republic and dagvat visits. Being aware of the ban on the activities of Tablighi Jamaat on the territory of the Russian Federation, while organising the functioning of a cell of Tablighi Jamaat, he tried to attract new supporters for it, tried to attract an unlimited number of worshippers, mostly of young age, to his activities, without masking his criminal activity of organising a cell of the banned international religious extremist association Tablighi Jamaat, flaunting his difference from representatives of traditional Islam. By his actions he ensured stable functioning of the Tablighi Jamaat cell in Cherkessk, Karachay-Cherkess Republic, guaranteeing safe reception and accommodation of Tablighi Jamaat supporters. At the same time, as the head of the Tablighi Jamaat cell, he openly demonstrated his affiliation to the representatives of the international religious extremist association Tablighi Jamaat, clearly following the religious ideas and attitudes of Tablighi Jamaat both in everyday behaviour and in religious worship. Through his actions in establishing and organising the functioning of a cell of the international religious extremist association Tablighi Jamaat, he destabilised the situation in the Islamic community and undermined trust in traditional spiritual authorities.
