According to the investigation, in the period from 23 hours 00 minutes on 14 March 2019 to 06 hours 10 minutes on 15 March 2019, together with Valery Dzyuba, being on the road adjacent to the territory of the railway station <address>, in the area of the 65th quarter of the Urdomsky district forestry of the Yarensky forestry <address>, leading from <address> towards the Republic of K., along with Starkovsky A.S., Drobinin D.V. and persons unidentified by the investigation, entered into a preliminary criminal conspiracy to commit unlawful acts against the employees of "OOO SeverStroyTrans" aimed at stopping the movement of a convoy of equipment by damaging the equipment and using physical violence against the employees of "OOO SeverStroyTrans" who were driving the equipment, as well as against any other persons preventing their criminal actions. In order to realise which, having divided the criminal roles, they jointly decided to use a mobile biaxial trailer deliberately maintained as a barricade preventing any movement of machinery along the given road section, and agreed that in case of disobedience to their unlawful actions and unlawful demands to stop movement along the given road, they would jointly use violence against the persons accompanying the machinery and damage the machinery itself. Then, during the specified period of time on the said road, knowing with certainty that the said unlawful actions to block traffic on the said road were disputed by representatives and employees of organisations carrying out works on the territory of the railway station <address>, including representatives and employees of "OOO SeverStroyTrans", acting deliberately, in accordance with the criminal agreement and assigned roles, unauthorisedly, contrary to the procedure established by law for the performance of any actions, the legality of which was disputed by the representatives and employees of "OOO SeverStroyTrans". Then, acting together with Valery Dzyuba as part of a group of persons by prior conspiracy, together with Starkovsky A.S., Drobinin D.V. and persons not identified by the investigation, during the same period of time and on the same road, arbitrarily, contrary to the procedure established by law for committing any actions, the legality of which is disputed, illegally, having appropriated for himself the powers of authority associated with the possibility of limiting the constitutional rights of citizens of the Russian Federation to personal inviolability (Article 22 of the Constitution of the Russian Federation), to freedom of movement (Article 27 of the Constitution of the Russian Federation), after causing bodily harm to Kozlov, illegally deprived Kozlov and [the other victim] of their freedom, preventing their free movement, forcibly holding them on the street against their will in freezing weather for at least three hours in a row, humiliating their personal dignity in the indicated manner, subjecting the latter to cruel treatment.
