Case summary

A resident of the Arkhangelsk region, took part in actions against the construction of a landfill at the Shiyes station to import rubbish from Moscow to the region. A self-rule case was brought against him and three other people: they were accused of attacking an excavator at an environmental camp. Their associates said that Kozlov, the victim in the case, "destroyed the activists' caravan with a bucket, injuring [environmentalist] Vladimir Kogut, and then, swinging the bucket from side to side, crowding people, cleared the way for himself." On 30 June 2020, Starkovsky was given a one-year suspended sentence. The cassation court twice returned the case to the appeal court, which then, on 19 October 2021, increased the sentence by six months.
