Resident of Alushta (Crimea). On 10 June 2019, he was detained and taken into custody the next day on charges of organising activities of a terrorist organisation in connection with his alleged involvement in the activities of the Islamist party Hizb ut-Tahrir. Later it became known that Khalilov was also accused of preparing for the violent overthrow of the constitutional order.

On 16 August 2021, he was sentenced to 18 years in a strict regime colony.

On 20 August 2025, Khalilov was released from serving his sentence due to a serious illness.
