According to the investigation, he disseminated information about the continued existence of the USSR/RSFSR, denied the validity of the Constitution of the Russian Federation as well as the legitimacy of the Russian government and legislation, tried to interfere with the activities of a Rospotrebnadzor (the Federal Service for the Oversight of Consumer Protection and Welfare) department, demanding the “cancellation of regulations adopted as part of the fight against the coronavirus”, and with the activities of the republic’s government, organising rallies in front of its premises.

A resident of Karachay-Cherkessia, supporter of the "cCtizens of the USSR" movement. Detained in May 2022 and taken into custody on charges of participation in the activities of an extremist community. On 14 July 2025, Ilichev was sentenced to five years in a general regime colony. On 4 February 2026, the court of appeal reduced the sentence to three and a half years. On 27 February 2026, Ilichev was released.
