According to the investigation, he disseminated information regarding the continued existence of the USSR/RSFSR, denied the Constitution of the Russian Federation and the legitimacy of the state authorities and laws of Russia, and attempted to obstruct the activities of the Rospotrebnadzor administration by demanding the "repeal of norms adopted within the framework of the fight against the coronavirus", as well as the work of the republican government by organising rallies outside its building.

Full summary
A resident of the Karachay-Cherkess Republic and a supporter of the "Citizens of the USSR" movement. He was detained in May 2022 and remanded in a pre-trial detention centre on charges of participation in the activities of an extremist community. On 14 July 2025, Shoev was sentenced to five years in a general-regime penal colony. On 4 February 2026, the court of appeal reduced his sentence to three and a half years. Shoev was released on 27 February 2026.
