According to the verdict, from January 2015 until the day of his arrest on 16 June 2021 in Kazan and the Vysokogorsky district of Tatarstan, "in order to increase the numbers of Hizb ut-Tahrir", Iliasov "induced several persons to participate in Hizb ut-Tahrir and directed their activities", trained them to recruit other persons, and organised illegal meetings. In addition, Iliasov regularly received money from Hizb ut-Tahrir members during this period to support the organisation's activities, "including assistance to family members of its members, thus collecting a total of at least 17,000 roubles".
