Житель Москвы. Против него возбудили дело о применении насилия к представителю власти в связи с разгоном акции против пенсионной реформы 9 сентября 2018 года. Его задержали и 11 сентября взяли под стражу. 28 августа 2019 года суд отправил Костылева на принудительное лечение. В декабре 2020 года москвич освободился из клиники.
