According to the investigation, on the evening of 21 April, police officers stopped Kuleshov "for committing an administrative offence", but he "began to behave aggressively and tried to run away". The law enforcers tried to stop him, after which the man sprayed a gas can in the face and neck of two policemen.

Житель Саратова. По версии следствия, вечером 21 апреля 2021 года сотрудники полиции остановили Кулешова «за совершение административного правонарушения» на акции в поддержку Алексея Навального, но он «стал вести себя агрессивно и попытался убежать». Правоохранители попытались его остановить, после чего он распылил газовый баллончик в лицо и шею двоим полицейским. 11 августа Кулешова приговорили к штрафу в 30 тысяч рублей.
