According to the law enforcement agencies' version, on the instructions of his foreign handlers, he carried out anti-constitutional activities involving the overthrow of the legitimate authorities "including by using terrorist methods" to establish a caliphate. He attracted Muslims to the ranks of the organisation and "was engaged in replenishing the combat formations of Hizb ut-Tahrir in the Middle East," according to the special service.
