According to the investigation, despite the fact that "by the ruling of the Novgorod District Court of the Novgorod Region dated 9 August 2023, which entered into legal force on 25 September 2023, K.V. Pavlov was found guilty of an administrative offence under Part 1 of Article 20.3 of the Code of Administrative Offences of the Russian Federation ('Propaganda or public display of Nazi paraphernalia or symbols, or paraphernalia or symbols confusingly similar to Nazi paraphernalia or symbols, or paraphernalia or symbols of extremist organisations, or other paraphernalia or symbols, the propaganda or public display of which is prohibited by federal laws, if these actions do not contain elements of a criminally punishable act') and was issued an administrative fine of 2,000 roubles for the fact that K.V. Pavlov, from his personal page on the social network 'VKontakte', displayed the symbolism of a terrorist organisation, the public demonstration of which is prohibited by federal law," he "failed to draw the appropriate conclusions for himself" and on 22 February 2024, "using a Samsung mobile phone in his possession with access to the internet, deliberately, for ideological motives, with the aim of fostering an appealing image of the ideology of an organisation banned on the territory of the Russian Federation by the Decision of the Supreme Court of the Russian Federation dated 16 March 2023 – a Ukrainian paramilitary association – and expressing solidarity with the views of the latter, posted photo images on the social network 'VKontakte' which displayed the symbolism of the aforementioned organisation." This refers to photographs from events in Milan and Toronto depicting individuals with white-blue-white flags.
