Full wording of the charges
In July 2020, he was fined one thousand roubles under the administrative article on the displaying of Nazi symbols (part 1 of article 20.3 of the Code of Administrative Offences). He decided not to pay the fine because he denies the collapse of the USSR and considers the Russian Federation a "commercial firm". The reason for the criminal case was a publication on VKontakte with the title "Tear the Vlasov banner from the Golden-Domed Kremlin!" and an image of a swastika.

Full summary
A resident of Elista, a supporter of the ideology of "citizens of the USSR". In May 2023, he was taken into custody in the case of repeated displaying of Nazi symbols. On 21 September Ulanov was sentenced to two years in a penal colony. On 22 November Ulanov died in custody - according to a medical certificate, he committed suicide. On 5 December, the court of appeal acquitted Ulanov posthumously, considering that in the post, which became the reason for criminal prosecution, he did not promote, but, on the contrary, criticised Nazi ideology.
