Alexei Vorobyev

According to the investigation, in November 2018, he handed over a scientific paper with mathematical modelling of liquid rocket engine (LRE) operation, which contains information constituting a state secret, to a representative of Harbin Polytechnic University (HPU). Vorobyev received the said work, namely the abstract of Elena Malakhova , an employee of the Voronezh "Design Bureau of Chemautomatics" as a reference for writing a review. On the memory card of his phone were found photos of this abstract, which had a "Secret" stamp. With the help of polymorphological examination, dust was found on it, which "predominantly occurs in the Chinese region". On this basis, the investigation claims that Vorobyev used the map on the territory of China, i.e. gave away state secrets to a foreigner. In 2018, Vorobyev entered into an agreement with a private Chinese company Deep Blue Aerospace to create a project for an oxygen-kerosene-fuelled liquid-propellant rocket engine. According to the prosecution, this work fell under mandatory export controls, which were not implemented through the scientist's fault. In February 2019, he mailed to China a console designed to test the performance of the equipment of MiG and Su military aircraft. The physicist allegedly acted not alone, but in a group of three people: in addition to him in the group was the one who asked to send the remote control (a Federal Security Service agent), and the buyer.
