According to the investigation, while in St. Petersburg, he agreed via messenger to cooperate with an unknown person who introduced himself as an employee of the Main Directorate of Intelligence of the Ministry of Defence of Ukraine. After arriving in Stavropol, he took photos and videos of the administrative building where he planned to set fire, he sent the data to the employee of the GUR; he bought components for the manufacture of a homemade incendiary device, which he kept in a rented flat. He was not able to complete the task, as he was detained by the Russian Federal Security Service (FSB).
