Case summary

A resident of the Penza region. Preacher. On 17 June 2020, he was searched in a case of organising activities of an extremist organisation in connection with involvement in the activities of the Islamic movement Tablighi Jamaat. On 10 October 2022, he was sentenced; on 21 December, the appeal court overturned his conviction. On 25 July 2024, the court of first instance sentenced Bikmayev to a six-year suspended sentence. On 26 February 2025, the cassation court returned the case to the appeal court, which on 26 March changed the wording regarding the ban on activity. However, on 17 September 2025, the cassation court again returned the case to the appeal court, stating that the imposition of a suspended sentence was not justified. On 12 November 2025, the appeal court replaced Bikmaev's suspended sentence with a real one.
