According to the investigation, he planned to detonate an improvised explosive device at the agricultural wholesale and retail market "Krymskiy Privoz" in Simferopol. Immediately before making an improvised explosive device (IED) and starting to prepare a terrorist attack at the market, he distributed leaflets with the image of the Nazi swastika and two texts in the streets of Belogorsk: "Slavs of Crimea!!!! The Russian authorities illegally occupied our peninsula, our native land, imposed taxes and repression, unleashed war in Donbass, kill our compatriots. Crimeans, stand up!!!!!!!!!! Take knives and weapons!!!!!! let's take Crimea from Russia and return it to Ukraine, let's restore justice!!!! The power of Russia is a criminal gang, which must be destroyed by any means, at any price!!!!!!" and "Save Russia!!!! Kill Putin and Kadyrov!!!! Overthrow the government - get freedom!!!!". In order to produce an explosion in a place of mass gathering of people, he searched for potential objects, carried out reconnaissance of anti-terrorist security systems available on them by inspection and photographing, as well as made three explosive devices and illegally stored them at his place of residence. In addition, he kept at Kulievich's place of residence homemade firearms, as well as 3 pistol cartridges. He was unable to complete his criminal intent due to his detention by law enforcement officers.
