Case summary
A Moscow resident, an activist of The Other Russia of E. V. Limonov. He was detained after a rally on 12 February 2026 against the activities of Roskomnadzor (Federal Service for Supervision of Communications, Information Technology and Mass Media), during which participants hung a bicycle lock and a poster against its activities at the entrance to the agency's headquarters. According to associates, he was beaten up after the detention. On 14 February, Shakirov was arrested for 15 days under the administrative article on failure to comply with a lawful order or request of a police officer (Article 19.3 of the Code of Administrative Offences). At the end of the arrest term he was detained again and on 1 March he was taken into custody in a criminal case of hooliganism.
