Case summary

A participant in a public gathering in Baymak (Bashkortostan) on January 17, 2024, on the day of the announcement of the verdict for Bashkir activist Fail Alsynov. On that day, Baiguskarov was detained, and an administrative report was drawn up against him under the article on participation in an uncoordinated action that interfered with infrastructure (part 6.1 of Article 20.2 of the Administrative Code), but he was later released. On January 18, the case was submitted to the Kirovsky District Court of Ufa, which returned the materials to the police to address deficiencies. On the same day, Baiguskarov was detained in Ufa and informed that a criminal case had been opened against him. He was accused of participating in mass riots. However, eyewitnesses claim that during the gathering, he urged people to disperse. On January 22, he was arrested for seven days under the administrative article concerning the organization of an uncoordinated event (part 2 of Article 20.2 of the Administrative Code). It turned out that this article had also been imputed to him during his first detention, while the article on participation in an uncoordinated action that obstructed infrastructure was later 'crossed out' from the protocol. On January 25, 2024, Baiguskarov was taken into custody as part of the criminal case. In September 2024, it was revealed that the charge was reclassified from participation in mass protests to organization.
