Case summary

Resident of Bashkortostan. On January 18, 2024, the day after a public gathering in Baymak in support of activist Fail Alsynov, who was sentenced to four years in prison, Elkibayev was arrested for ten days under the administrative article on disobedience to the lawful order of a police officer (part 1 of article 19.3 of the Code of Administrative Offences). In the early morning on January 27, he was taken from the special reception centre in Beloretsk and taken to Ufa for questioning as a witness in a criminal case on mass riots, initiated in connection with that public gathering. Later, his wife was informed that Elkibayev was viewed as a suspect. He was placed in custody. In September 2024, he was charged with organising mass riots and using violence against an official representative of the state.
